it sounds to me like the seattle govt wants to make it an ugly
divorce. that usually doesn't keep it together. hardball vs. apathy
isn't effective.
as for the lease, it's a contract. they are usually made of
requirements from both sides. it's easy to violate terms, and that
leads to an easy out for the other side. i got out of a $6000 bill
when i broke a contract by pointing out a previous violation by my
employer that he thought was nothing.
