It's lots of things I don't like, but one thing it is not is too vague.
Zero tolerance rules tend not to be vague, because that would put
judgment into play, which is *such* a pain in the ass.

The moment someone on the bench steps onto the court to join in an
altercation, they're in violation of the rule.  Apparently, it doesn't
matter if they run all the way to the fight, or if they stop after their
front toe crosses the sideline.

I'd rather see a rule that considers it a violation, but permits fines
as well as suspensions, depending on the severity of the violation.
There can be guidelines regarding how severe an offense is, so long as
there is nothing in the rule that permits Stu Jackson to point to the
rule and say his hands are tied.
